The people of Baytown deserve to know who chose to protect the profits of the camera company and the city over the safety and rights of the citizens this past election. Those listed here knew, or should have known, based on several council meetings, Baytown Sun articles, the red light camera reports from BPD and their own contacts in the city that the cameras weren't working as promised. They knew or should have known that accidents were up, that the city had violated the law with illegally short yellow lights, red light violations weren't declining as promised and that the camera company had repeatedly massaged data and made law enforcement decisions. Many are in positions where they heard from the public on this issue and judging by the wide margins at the polls they should have known most people were against the cameras before the election. In order to sway the vote the camera company set up a fake PAC group posing as a local citizen initiated group to spread outright lies and misinformation about our petition. They also sued and harrassed petition organizers and had their attorney threaten our council if they put this issue on the ballot. Not one person here spoke out publically against these actions and many actually aided the camera company while it was carrying out these tacticts. 


The Locals; Baytown's political and social elite turned out to protect the city's revenue stream from the camera program.

Mayor Stephen DonCarlos

 
Our sitting mayor has been in the tank for the cameras from day one. When I first addressed the council to ask for refunds for illegal camera tickets issued under a short yellow light the mayor said that wouldn't be "practical". The mayor also made several misleading statements in defense of the program. Without mentioning that there were no fatalities at the camera intersections for 3-5 years before they went up the mayor implied the cameras were saving lives by stating there have been no fatalities since the cameras were installed. When presented with BPD's own accident data showing that accidents had increased at camera locations the mayor asked the chief to rewrite the report so the voters could have all of the "facts" before the election. The worst act was to lend his office and his name to a robocall for the camera company which dialed voters in Baytown asking them to vote against the proposition to ban cameras. Former mayor Calvin Mundinger

  Our former mayor was the local mouthpiece for the camera company. He represented their position on radio shows and other media. He worked directly with the camera company to repeat whatever propoganda they wanted released. He distributed signs and materials paid for by the out of state camera corporation while knowing the camera corporation had attempted to block our vote, threatened the Baytown council and local citizens and spread numerous false allegations in political ads in the Baytown Sun.


District 4 councilman Terry Sain

   Councilman Sain is the only sitting councilman that voted against sending proposition 1, a petition of the voters of Baytown, to the ballot. He is also the only sitting council member to officially endorse the camera company's PAC in their mail outs.


This is the mailer that went out during election time paid for by the red light camera company. It was sent to most of the registered voters in Baytown.




Those that endorsed the camera company's PAC were; Mayor Stephen DonCarlos, Terry Sain, Pete Alfaro, Calvin Mundinger, Ronnie Anderson, Dr. Don Murray, Sammy Mahan, Charles Schaffer, Aubrey Wayne Henscey and Byron Jones.

Many of these same individuals formed their own PAC to combat the vote. The PAC is "Citizens For a Better Baytown". This PAC also ran ads in the Baytown Sun asking voters to vote against prop 1. According to public campaign finance report records members that contributed to help their opposition to prop 1 and their occupation are;
